Read a Test's outcome now and record it as a new Observation (append-only; nothing else changes). Its ads are held to the rule frozen at commit: inconclusive until they deliver, until the maturity wait has passed and until the spend expects the declared volume; then supported or rejected only when clearly above or below what the spend should have bought (the same rule as history verdicts), else inconclusive. Low delivery is never a loss. Every result is observational: Meta chose who saw each ad.
