Answer one of the reconcile pass's merge suggestions (`mergeSuggestions` in the taxonomy): two APPROVED Values it read as one idea.

Answer one of the reconcile pass's merge suggestions (mergeSuggestions in the taxonomy): two APPROVED Values it read as one idea. merge folds mergeId into keepId (every creative, learning and brief on it moves; irreversible); keep_apart records that they differ, and the pair is never suggested again. Drafts are folded automatically and never reach here. Not money-moving.
