Replace a swipe's tags and/or its note.
write meta_update_swipe
Replace a swipe's tags and/or its note. Tags REPLACE what is there (saving a swipe again appends instead). Tags are lowercased and cut to 40 characters. Pass an empty array to clear them, and null to clear the note.
