Pause or resume ONE ad by its Meta ad id — how a cut verdict is acted on. Only the ad changes; its ad set and campaign are left alone. PAUSED stops spend. ACTIVE is MONEY-MOVING: the ad resumes spending at once. Returns effectiveStatus, which stays ADSET_PAUSED / CAMPAIGN_PAUSED when a parent is off.
