Permanently delete library uploads that never became an ad — a broken upload, a duplicate, a draft nobody will run. Deletes the file, its Values, notes and brief links. Irreversible. Refused per item, with the reason, for a creative in any ad (its performance is read through that link — pause the ads instead) or in a Test. Takes library upload (asset) ids.
